The two state solution is supported by both sides only insofar as both sides are allowed to believe that it means something different. Saying most agree on it is like saying a Frenchmen and Englishmen agree to buy a car, while the Frenchmen is unwilling to buy anything cheaper than a Bentley and the Englishmen refuses to buy anything more expensive than a honda civic.
